Stem Cell Research: Medical Progress with Responsibility

This report, which Sir Liam produced with assistance from an expert group, summarised techniques involved in stem cell research, the potential benefits of such research and the associated legal and ethical considerations. Concluded that most embryonic stem cell research did not raise different ethical issues than those already permitted, but judged that the technique of cell nuclear replacement raised sensitive issues that may not justify potential benefits and should be considered on a case by case basis. Its recommendations were to permit regulated, controlled stem cell research but prevent human cloning.

Stopping Tuberculosis in England: An Action Plan from the Chief Medical Officer

This report, in response to an increasing threat from tuberculosis, notes the strong links between outbreaks and migration from areas of the world where the disease is more common. Consists of an action plan aimed at reducing the risk to newly infected people, providing high-quality treatment and care and maintaining low levels of drug resistance. Included both calls for better control in England and a contribution towards the global control of tuberculosis through the European Union and World Health Organization.

Summary Transcript of the Chief Medical Officer's Summit into Organ and Tissue Retention

Consists of typed transcript of Sir Liam's summit in response to the retention of human organs and tissues without proper consent at Bristol and Alder Hey children's hospital, in which he tried to explain what happened in more detail, through presentation of the evidence base, and to hear the views of families and individuals effected, voluntary sectors and the professional medical community on ideas and solutions for the future.

Supporting Doctors, Protecting Patients

This report, in the form of a consultation paper, set out a detailed analysis of existing procedures and weaknesses in dealing with poor clinical performance of doctors in the NHS. It recognised the need for early assessment and intervention to protect patients and restore doctors to safe effective practices. Its recommendations include a modernised approach through appraisal, revalidation and training as alternatives to suspension, as well as proposals for a national performance assessment and support service.
