This report, which Sir Liam produced with assistance from an expert group, summarised techniques involved in stem cell research, the potential benefits of such research and the associated legal and ethical considerations. Concluded that most embryonic stem cell research did not raise different ethical issues than those already permitted, but judged that the technique of cell nuclear replacement raised sensitive issues that may not justify potential benefits and should be considered on a case by case basis. Its recommendations were to permit regulated, controlled stem cell research but prevent human cloning.
