UK Government White Paper presented to Parliament by the Secretary of State for Health in February 2007. Sets out a programme of reform to the United Kingdom's system for the regulation of health professionals based partly on Sir Liam's special report Good Doctors, Safer Patients , published on 14 July 2006, along with the Department of Health's report The Regulation of Non-Medical Healthcare Professionals. Also based on the Government's response to the recommendations of the Ayling, Neale and Kerr/Haslam Inquiries Safeguarding Patients, as well as the Fifth Report of Dame Janet Smith's Shipman Inquiry.

Includes introduction by Sir Liam.

These proposed reforms entered legislation as part of the Health and Social Care Act 2008.
