Reports written by Sir Liam in his role as Regional Director of Public Health for the Northern Regional Health Authority, highlighting particular health and health care issues locally, making recommendations for change and commenting on progress and achievements.

Each District Health Authority was required to produce an Annual Report on the health of their population. Sir Liam continued to produce such Annual Reports as Chief Medical Officer for England aimed at a general audience with clear action points for a number of stakeholders.
