The Report of the Chief Medical Officer’s Project to Strengthen the Public Health Function

This report sets out a framework for strengthening the public health function of the Government's health strategy, and was a key component of implementing the NHS Plan, based on a programme of health improvement and service quality set out in the 1999 White Paper Saving Lives: Our Healthier Nation. This programme demanded stronger public health capability at every level to be effective. Sir Liam called for a wider understanding of health and well-being, better coordination and communication within the public health function and with other agencies, sustained community development and public engagement and and an increase of capacity and capabilities within the public health function.

Includes a template letter dated 28 March 2001 sent out to fellow health professionals with the report, acknowledging the contribution of Sir Kenneth Calman (Chief Medical Officer for England from 1991 - 1998) and others.

The Removal, Retention and Use of Human Organs and Tissue from Post-Mortem Examination

This report was written in conjunction with Sir Liam's Report of a Census of Organs and Tissues Retained by Pathology Services in England and in response to public criticism at the unauthorised retention of children's tissue and organs at certain hospitals.

It drew together problems and concerns with the current system and made recommendations for change to ensure greater respect and compassion for the deceased and bereaved, clearer information on the medical purpose of such retention and greater participation in decisions by families, while preserving the need to continue the practice more appropriately for research and training needs.

Legislative reform was also recommended to require clear consent from families for retention and the need for an independent commission to be established to return organs and tissues to families where requested.
