This report sets out a framework for strengthening the public health function of the Government's health strategy, and was a key component of implementing the NHS Plan, based on a programme of health improvement and service quality set out in the 1999 White Paper Saving Lives: Our Healthier Nation. This programme demanded stronger public health capability at every level to be effective. Sir Liam called for a wider understanding of health and well-being, better coordination and communication within the public health function and with other agencies, sustained community development and public engagement and and an increase of capacity and capabilities within the public health function.
Includes a template letter dated 28 March 2001 sent out to fellow health professionals with the report, acknowledging the contribution of Sir Kenneth Calman (Chief Medical Officer for England from 1991 - 1998) and others.
