Unfinished Business: Proposals for Reform of the Senior House Officer Grade

This report, in the form of a consultation paper, identified problems in postgraduate medical training for doctors, namely many postgraduates occupying Senior House Officer posts, where training, experience and chances of progression were variable, prior to the expectation of becoming specialist registrars. It proposed a new integrated approach to training where newly qualified doctors would enter a two year foundation programme followed by a basic specialist training programme of two to three years before entering general practice or applying to higher specialist training programmes.
