Sir Liam established the Healthcheck Sessions in response to internal discussions across the Department of Health's directorates in order to work more strategically within budget constraints and gauge the impact of policies on stakeholders.
From 2004, he held meetings with these various directorates in phases;
Firstly as a strategic review of all work and projects;
Secondly, stakeholder visits to see policies working in action;
Thirdly, to gauge progress on work and projects and prioritise where necessary;
And fourthly, to get feedback from analysts and external stakeholders regarding how successful they had been.
